time and time again i scroll through my track library and play list and ask my self would this track (of different mood and genre) mix with this track (of different mood and genre). while some people would say “of course, if you’re skilled enough!”. The thing is i’m still new and I’m certainly not Terrence Parker.

There are several things to consider when that thought goes through your head:
Genre
Key (not essential, depending on genre)
BPM
Structure of the tracks
Location of vocals and other samples
The main thing is to avoid clashes like the plague (unless they work, ie vocals as a duet). Eve BPM can be played with. For example, I like playing Newcleus - Automan with Snap - Rhythm is a Dancer, by looping the end of Automan, raising the tempo and bringing in Snap.
The only thing to do is experiment. Tis question is a subset of the “know your tracks” mantra. That requires you experimenting when you practice.
I’m over 45 and it’s always been mixing to me. Blending “might” be relevant to just crossfading between tracks but any use of eq, line fader and effects= mixing, as far as I’m concerned.
39, here. To me, blending is taking two songs and making them sound like one. Mixing is transitioning from one track to another while in the beats are synced.
